Governing Act
Punjab Shops and Commercial Establishments Act, 1958 (Punjab Act 15 of 1958), applied to Haryana and now styled the Haryana Shops and Commercial Establishments Act, 1958, as amended by the Haryana Shops and Commercial Establishments (Amendment) Act, 2025 — deemed in force from 12 November 2025 (replacing Ordinance 4 of 2025)prsindia.org ↗
Maximum daily hours
10 hours in any one day (s.7(1), raised from 9 by the 2025 amendment)prsindia.org ↗
Maximum weekly hours
48 hours in any one week (s.7(1), unamended)blinkvisa.com ↗
Spread-over limit
10 hours in a day inclusive of the rest interval (s.8(2), unamended by the 2025 amendment)Sources disagree: The 30 Mar 2026 s.28 exemption notification states as a condition that work inclusive of rest “shall not exceed twelve hours in a day” for establishments availing it — but that notification exempts only ss.9 and 10, not s.8(2), so the 12-hour figure has no clear statutory footingblinkvisa.com ↗
Rest interval
At least 30 minutes, and no employee (other than a chaukidar, watchman or guard) may work more than 6 hours before it (s.8(1) — the 2025 amendment replaced “five” with “six”)prsindia.org ↗
Overtime rate
2× the normal wages calculated by the hour (s.7(2) proviso (b)). “Normal wages” means basic plus allowances including concessional-sale value, excluding bonusblinkvisa.com ↗
Overtime cap
156 hours in any one quarter (s.7(2) proviso (a), raised from 50 by the 2025 amendment). Overtime is permitted only on occasions of seasonal or exceptional pressure of work (s.7(2))prsindia.org ↗
Weekly off
Every establishment closes on Sunday unless Government notifies another close day (s.10(1)); no employee may work on the close day, or on one day a week in establishments without a close day (s.11). Notification 11/26/2025-4Lab of 30 Mar 2026 exempts any establishment registered online in auto mode on self-certification from ss.9 and 10 (opening/closing hours and close day), allowing 24×7 operation; s.11's one-day-a-week rest is not exemptedsgcms.com ↗
Women on night shifts
Prohibited by s.30(1) (“night” = at least 12 consecutive hours including 8pm–6am, s.2). Exemption under s.28 for 8pm–6am is granted in auto mode on self-certification for all registered shops and commercial establishments, applied for online within two weeks before the period and valid one year (Notification 11/26/2025-4Lab, 13 Oct 2025, superseding the 4 Jul 2025 version). Conditions: declaration of each woman's consent, POSH compliance, CCTV and lighting inside and around the premises, security guards, free GPS-tracked door-to-door transport with routing rules (opt-out allowed), batches of at least four women, hospital tie-up, no night work for 12 weeks around childbirth or miscarriage, women-only boarding under a woman supervisor, notification displayed at the entranceuncomplycate.com ↗
IT/ITES exemption
No IT/ITES-specific working-hours exemption. The 8 May 2025 notification confined night-shift permission to IT, ITeS, banking, 3-star-plus hotels, 100% export units and logistics/warehousing; the 13 Oct 2025 notification extended it to all registered shops and commercial establishments, and the 30 Mar 2026 notification opened 24×7 operation to all auto-mode-registered establishments. The only IT/ITeS-specific term left is relaxation of the four-woman batch rule for senior women earning over ₹1 lakh a month who consentuncomplycate.com ↗

Notes on Haryana

  • →The amendment was promulgated as Ordinance 4 of 2025 (12 Nov 2025), introduced as Bill 39-HLA of 2025 (gazetted 18 Dec 2025) and, per secondary reports, enacted as Haryana Act 13 of 2026 published 5 Feb 2026 with retrospective effect from 12 Nov 2025. The Act's own gazette was not fetched; the Bill text in the Haryana Gazette carries identical clauses.
  • →Since 12 Nov 2025 the Act (except s.13A intimation) applies only to shops and establishments employing 20 or more workers (new s.1(5)).
  • →The 2025 amendment raised daily hours to 10 but left the spread-over at 10 hours (s.8(2)) — a 10-hour day with a 30-minute break already breaches it. Haryana's 30 Mar 2026 notification assumes 12 hours. Take advice before scheduling past 10 hours door-to-door.
  • →Haryana's May 2025 and October 2025 women's night-shift notifications share the number 11/26/2025-4Lab, as does the 30 Mar 2026 24×7 notification; cite by date.
  • →OSH Code, 2020: secondary trackers report Haryana published draft OSH and Working Conditions Rules, 2026 in May 2026 with no final rules yet. Unverified.

Verify before you rely on it. State rules are amended by notification, exemptions for IT/ITES establishments are often time-bound and renewed separately, and the Labour Codes continue to be brought into force state by state. This page records what we could verify against a named source at the time of writing — it is general information, not legal advice, and it does not replace reading your state's current rules or asking your compliance advisor.

Keeping to these limits in practice

Limits are only enforceable against a record. Workclave captures every work session with its start, stop and breaks, applies your workspace's shift and break rules, and produces the statutory attendance register from the same data — so daily, weekly and overtime totals are computed as work happens rather than reconstructed at month end. Multi-state employers can configure rules per workspace.
